The Blue Earth City Council approved three revisions to the city’s personnel policy during its meeting Monday night.
The changes address employee breaks, overtime eligibility for meeting minutes and participation in Minnesota’s Paid Family and Medical Leave program.
Under the revised break policy, employees are allowed one paid 15 minute break within each four consecutive hours of work. An unpaid lunch period of at least 30 minutes will be provided when an employee works six or more consecutive hours. The policy specifies that employees are expected to use breaks as intended and not adjust their start time, end time or lunch period by saving or skipping breaks.
Council members also approved a clarification regarding overtime for Office Specialists. Any Office Specialist wo records minutes for public meeting or work sessions will receive overtime pay for attending meetings outside regular business hours. However, flext time within the same pay period may be used instead if agreed upon with the employee’s supervisor.
In addition, the council formally incorporated the Minnesota Paid Family and Medical Leave Program into its personnel policy. The program, which is administered by a third party on behalf of the city, provides eligible employees with up to 90% wage replacement for qualifying family or medical reasons. The benefit is funded through employer and employee premiums.
The updates take effect as part of the city’s ongoing review and maintenance of its personnel policies.
