The Fairmont City Council is moving forward with a feasibility study on a municipally owned and operated cannabis retail store.
On Monday, the council approved a consultant services contract with Vicente, a nationwide cannabis law firm, following a request for proposals first authorized in March 2025. City staff received 19 proposals and narrowed the field to three finalists before unanimously recommending Vicente.
The $7,560 contract includes a full financial pro forma and economic analysis. The firm’s Minnesota based team includes an economist who will review traffic, customer and regional market data, including Fairmont’s proximity to Iowa and nearby freeways.
Council members expressed mixed opinions on municipal cannabis retail but agreed the study would provide the needed information. The motion passed 3-1, with one council member opposed and one absent.
