The Minnesota Department of Children, Youth and Families said on Sunday it is “appalled” at a memo it received from the USDA, stating it must “undo any steps taken to issue full SNAP benefits for November 2025.” The DCYF had issued full November SNAP benefits on Friday.
The department said it was appalled by the memo, not only because it requires the state to undo its actions on Friday to provide food to 440,000 people, but that it also “threatens severe financial penalties that would harm Minnesotans.”
The DCYF added that the state does not have any mechanisms for taking money back from SNAP recipients and that it also believes it would be unjust to take back the funds that are needed to feed families.
It is working to evaluate the memo and says it will continue to work with partners in Minnesota and across the country to determine a path forward.
